Exchanging Your Driving Licence in Spain: DGT Rules for Expats

Once you establish residency in Spain, you may drive on your valid foreign licence for six months. After that, you must exchange it for a Spanish permiso de conducir or obtain a new one. Driving beyond six months without exchanging is illegal and invalidates insurance.

• The six-month period starts when you obtain residency (empadronamiento + NIE/TIE), not your arrival date
• EU/EEA licences: exchange is administrative — no driving test required under reciprocal agreements
• UK licences: exchange possible under the bilateral agreement since 2021 — no test for standard categories
• US, Canadian, and most non-EU licences: exchange only if a bilateral agreement exists; otherwise take the full Spanish test
• Your foreign licence must be valid and issued before you obtained Spanish residency
• International Driving Permits (IDP) are not substitutes for exchange — they supplement, not replace, your licence

Spain has bilateral exchange agreements with specific countries. If your country is not on the list, you face the full process: theory exam (examen teórico), practical test, and medical certificate.

• Exchange without test: EU/EEA countries, UK, Switzerland, Andorra, Monaco, and several Latin American nations
• US: no national agreement — some states have individual arrangements; most US holders must take the Spanish test
• Australia, New Zealand, Japan, South Korea: check current DGT list — agreements change periodically
• If no agreement applies: enrol at an autoescuela, pass theory (30 questions, max 3 errors), then practical test
• Minimum age and category equivalency rules apply — motorcycles and HGV categories have separate requirements
• Expired foreign licences cannot be exchanged — renew in your home country first or take the Spanish test

Licence exchange (canje de permiso de conducir) is handled by the DGT (Dirección General de Tráfico). The process is administrative for eligible countries and takes 2–8 weeks depending on your province.

• Step 1: Obtain certificado de equivalencia from DGT or your provincial traffic headquarters (Jefatura Provincial de Tráfico)
• Step 2: Gather documents: passport, NIE/TIE, empadronamiento, original foreign licence, and passport photo
• Step 3: Get a medical certificate (certificado médico) from an authorised centro de reconocimiento de conductores
• Step 4: Submit application at your Jefatura Provincial de Tráfico or via the DGT electronic office (sede electrónica)
• Step 5: Pay the fee (tasa) — approximately €28 for exchange applications in 2026
• Step 6: Collect your Spanish licence or receive it by post — your foreign licence is retained by DGT

Missing documents are the primary cause of rejected exchange applications. Prepare originals and copies, and translate non-Spanish documents via sworn translator (traductor jurado) where required.

• Valid passport and NIE/TIE card
• Empadronamiento certificate dated within 3 months
• Original foreign driving licence (both card and paper counterpart if applicable)
• Certificado de equivalencia issued by DGT confirming category mapping
• Medical certificate from an authorised driving fitness centre (€30–€50)
• Completed application form (solicitud de canje) and two passport photos (32×26 mm)

The UK-Spain bilateral agreement allows UK licence holders residing in Spain to exchange without a driving test. This replaced the automatic EU mutual recognition that applied before Brexit.

• Exchange your UK licence within six months of obtaining Spanish residency
• Apply at your Jefatura Provincial de Tráfico with the standard exchange document set
• No driving test required for equivalent categories (B for cars, A for motorcycles, etc.)
• UK licences use photocard format — bring both the card and any paper counterpart
• After exchange, your UK licence is retained by DGT and returned to DVLA
• If you miss the six-month window, you must take the full Spanish driving test

Driving on an expired foreign licence after the six-month period carries serious consequences. Insurance companies may refuse claims, and traffic penalties include fines and vehicle impoundment.

• Fine of up to €200 for driving without a valid Spanish licence after the exchange period
• Insurance may be void in an accident if your licence status is non-compliant
• Traffic stops (control de alcoholemia, routine checks) verify licence validity via DGT database
• Points system (saldo de puntos) applies once you hold a Spanish licence — 12 points initially, 15 after 3 years clean
• Serious offences (drink driving, speeding) deduct points and carry additional fines
• Renew your Spanish licence every 10 years (or sooner based on age and medical fitness)

Start the process at month four of residency to allow processing time. Do not wait until the deadline — DGT appointments and medical certificates take time to arrange.

• Book your medical certificate appointment early — centres fill up in expat-heavy areas
• Check the DGT website for your country's current exchange eligibility before starting
• Keep a photocopy of your foreign licence — you surrender the original during exchange
• If your licence is not in Spanish or English, provide a sworn translation
• Consider a gestor if your province has long wait times or complex documentation requirements
• After exchange, update your car insurance policy with your new Spanish licence number
